The dog was always dirty and had messy hair. The bird was smart, small and yellow and often sat on the dog's head. The cartoon started out as a filler in-between cartoon and then had it's own show for maybe one or two years. My daughter and I have been trying to think of the names of these characters. We have a video tape from 1995 that shows one of the "in-between" clips and the initals: WAM are on the dog's food dish. Any ideas?
